Recruitment Incentives Offered to Employers: Start Apply Now!



The COVID-19 pandemic has evolved into health, socioeconomic and humanitarian crises of unprecedented scale and impact. The year 2020 was undoubtedly a tough one for job holders, as the pandemic and the accompanying lockdowns hampered business activities, causing many businesses to shut down and their employees to lose their jobs.





Under the recently announced PEMULIH package, Malaysia’s SOCSO, agency of the Ministry of Human Resources, is confident that it can help more Malaysians secure and retain employment this year with the various SOCSO initiatives respectively to weather the impact of COVID-19. One of which is the Career Generator 3.0 Programme’s recruitment incentive. Under Career Generator Programme 3.0, there are six recruitment incentives that Malaysian employers can apply for starting from 15 July 2021.


Up till 31 December 2021, employers who have committed to hiring from 15 June 2021, can apply for Recruitment Incentives under Career Generator 3.0. The agency shared that the applications can be made through penjanakerjaya.perkeso.gov.my. The initiatives are targeted in the following areas for the support of employers.

The Initiatives Malaysian Employers Can Apply As for:


1. The unemployed and people who lost their jobs

They must be recipients of employment insurance system (SIP) benefits. Valid for those individuals including graduates who have been unemployed for more than 180 days and have never contributed to PERKESO.


· Six months of initiative

· 60% of monthly salary to the employer

· Maximum RM6,000 per month

· Training assistance until RM7,000

· Minimum salary of RM1,500 and above

· 12 months of service contract

· RM500 mobility assistance for a distance from a place of residence of less than 100km and RM1,000 for distances of 100km and above


2. The vulnerable groups

These groups include the disabled participating in the Return to Work (RTW) programme. They must be ex-convicts and below Malaysia’s poverty line (“the hardcore poor”).


· Six months of initiative

· 60% of monthly salary to the employer

· Maximum RM6,000 per month

· Training assistance until RM7,000

· Minimum salary of RM1,500 and above

· Six months of service contract

· RM500 mobility assistance for a distance from a place of residence of less than 100km and RM1,000 for distances of 100km and above.


3. For Malaysianisation

Replacement of positions offered to local workers to replace foreign workers.


· Six months of initiative

· 40% Incentive rate of the salary is credited to the employer’s account and 20% of the salary is paid directly to the employee

· Maximum RM4,000 to the employee per month and RM2,000 to employees

· Training assistance until RM7,000

· Minimum salary of RM1,200 and above

· 12 months of service contract

· RM500 mobility assistance for a distance from a place of residence of less than 100km and RM1,000 for distances of 100km and above


4. For apprenticeships

They are School leavers and graduates, aged 18 to 30 years.


· Three months and six months of initiative

· Incentive rate of RM1,000 and RM800

· Maximum RM4,800 per month within six months

· Training assistance until RM4,000

· Minimum salary of RM1,200 and above

· Minimum three to six months of service contract

· RM500 mobility assistance for distance from the place of residence less than 100km; and RM1,000 for distances of 100km and above


5. Those under the age of 40


· Six months of initiative

· 40% incentive rate monthly salary to the employer (subject to a maximum salary of RM10,000)

· Maximum RM4,000 per month

· Training assistance until RM7,000

· Minimum salary of RM1,500 and above

· Minimum 12 months of service contract

· RM500 mobility assistance for distance from the place of residence less than 100km and RM1,000 for distances of 100km and above


6. Those above the age of 40


· Six months of initiative

· 60% Incentive rate monthly salary to the employer (subject to a maximum salary of RM10,000)

· Maximum RM6,000 per month

· Training assistance until RM7,000

· Minimum salary of RM1,500 and above

· Minimum 12 months of service contract

· RM500 mobility assistance for distance from the place of residence less than 100km; and RM1,000 for distances of 100km and above
